Seeking a subject matter expert with strong knowledge of plan design, medical benefits, and cost share information to oversee Employee Benefits Fund and collaborate with third-party administrator. Responsible for budgeting, invoicing, ACA compliance, and contract management. Facilitates meetings, develops process documentation, and identifies solutions for fund health. Analyzes claims and operational data, identifies trends for improvement, and partners with key stakeholders. May have supervisory responsibilities. Duties, Functions and Responsibilities:
- Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Serve as subject matter expert for plan design, medical benefits, and cost share information and take principal responsibility for the Employee Benefits Fund.
- Collaborate with the City’s third-party administrator ( TPA ) to track, document, and maintain updates and changes to the medical plan designs.
- Prepare budget items, weekly and monthly invoicing, ACA compliance filings, and contract management of all benefit-related contracts.
- Facilitates meetings with stakeholders and end users to identify, prioritize, understand, and document business and technical processes and requirements.
- Develops process documentation/workflow modeling to outline current state and future state to determine process improvements and automation capabilities.
- Recommends solutions from identified issues and risks regarding the health of the fund.
- Identifies inconsistencies and complications to the attention of management and participates in the problem resolution.
- Analyzes claims data and operational data through extracted reports and provides a high-level analysis review to identify member education campaigns.
- Studies operational and performance data to identify trends and opportunities for improvement.
- Partner and collaborate with key Health Fund stakeholders in: Health Analytics, Data, Policy & Strategy, Pharmacy, Shared Services.
- Assist with Request for Proposal ( RFP ) initiatives and other strategic projects.
- Responsibilities- Supervision and/or Leadership Exercised: May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills and Abilities:

- Knowledge of the processes and theories used for public budgetary and financial policies for benefit funds.
- Knowledge of forecasting models; econometric studies, analysis and forecasting; and estimating methods and techniques.
- Knowledge of financial and budget systems and reporting.
- Knowledge of leadership/supervisory/management best practices.
- Knowledge of operational understanding of claim processing and provider reimbursement.
- Knowledge of benefit rate making and self-funded financial methodologies.
- Ability to propose and develop process improvement strategies using operational and performance data.
- Skill in using computers and related software, including Microsoft Office products., especially Excel and PowerPoint.
- Skill in effective oral and written communication and conducting presentations.
- Skill in interpreting and analyzing data and applying critical and analytical thinking to resolve problems.
- Skill in prioritizing multiple tasks, planning and organizing work to meet deadlines. Ability to apply project management principles and techniques to create project plans, manage scope, and schedule deliverables.
- Ability to take initiatives to plan and accomplish objectives in a timely fashion.
- Ability to establish and maintain effective working relationships with project team members, supervisors, employees from other departments and third-party administrators.
